2. Customs & Traditions

As is customary, our Pow Wows are generally held over food, however conventions have traditionally been held at the UT GOP’s Convention venue. This year we will consider a motion to re-convene at a local restaurant.

A motion was made and seconded to recess and reconvene at Milagros Mexican Restaurant (970 W 800 N, Orem, UT 84057); motion carried without objection.

At this time we recessed and reconvened at Milagros for the remainder of the meeting.

Consideration for Re-Petition as an official auxiliary of the UT GOP

The bylaws of the UT GOP indicate that we must re-petition to the UT GOP Executive Committee after the Organizing Convention and prior to the first SCC meeting with the following information.

If the State Executive Committee of the Utah Republican Party determines that an auxiliary no longer meets any of the criteria (per its Bylaws, as amended on 02-08-2025), it may recommend rescinding the auxiliary status of that group to the State Central Committee. Such a recommendation is not required by the EC, nor does the SCC have to abide by such a recommendation. In fact, once an auxiliary is recognized, no vote in favor of a re-petition is required for an auxiliary to .remain

To remain a Party Auxiliary, an Auxiliary only needs to timely re-petition “by providing documents meeting criteria established in Section 3B”. Ironically, Section 3B only speaks to the Quorum required for the SCC to conduct business.

However, in an attempt to comply with 4.0 B, the following is provided.

  1. Utah Republican Native American Caucus Bylaws (as amended April 27, 2024). We claim that our bylaws comply with and assist in the Party’s purpose of electing Republicans to office.
  2. Stated Purpose (Mission and Objectives). We claim that our stated purpose complies with and assists in the Party’s purpose of electing Republicans to office; these can be found in our Bylaws and on our website.
  3. As of our last quarterly meeting, our group currently has 48 active members meeting the UT GOP auxiliary requirements (Voting Members). This list will be provided to the UT GOP Executive committee following the conclusion of this Organizing Pow Wow (membership information will be provided to the UT GOP Secretary).
    • The UT GOP Secretary has requested birthdays of Auxiliary Members (“we ask for birthdate because that’s the only way to look up their voter registrations status and confirm they are Republicans”). Every member who would like to provide this information should contact the URNAC Secretary and provide this information.
    • Per our bylaws, our Affiliate Membership is open to people who are not residents of Utah, as well as those who are not registered Republicans; however, Voting Members must be registered Republicans in the state of Utah. As detailed above, as of our last quarterly meeting, our total members are 56, whereas our total Voting Members are 48. We claim that these figures satisfy this requirement.
    • We claim that our group accepts all registered Republicans who meet eligibility requirements as set forth in our bylaws.
    • We claim that our documents outline a method of election of officers with terms of office not being greater than two years. To fill vacancies, we held elections at the last Convention Pow Wow, the written minutes for which indicate meeting the necessary minimum of 25 credentialed members participating in the election.
    • We meet at least quarterly (with a minimum of 10 members in attendance), the minutes for which are included on our website. Notice of all our meetings is also included on our website, which serves as the official mechanism for Notice to all members.

Motion to re-petition for Auxiliary Status with the URP was made and carried without objection.

6. Officer Elections

  • Secretary/Treasurer: Bob McEntee was nominated; elected by acclimation.
  • Vice President: Bill Olson was nominated; elected by acclimation.
  • President; Joe Levi was nominated, a tongue-in-cheek challenge was made concerning his qualification as a “Native American”; Joe displayed his Paiute Indian Tribe of Utah Membership Card, which resolved the concern; elected by acclimation.

7. Republican Buffalo Standing Committee Election

As the only member of the Republican Buffalo Standing Committee present, Joe Levi was elected by acclimation as Chairman of that committee, which (per the bylaws) carries with it the title of “Chief”.

For convenience, the UT GOP Bylaws pertaining to Auxiliaries are included below (emphasis added).

4.0 STATE EXECUTIVE COMMITTEE
B. Auxiliaries. The State Executive Committee shall ensure that groups petitioning for
official auxiliary status meet the following minimum criteria:

  1. Have submitted a copy of the group’s bylaws to the State Executive Committee
    for review and;
  2. The group’s stated purpose and bylaws comply with and assist in the Party’s purpose of electing Republicans to office and;
  3. The group provides a list of at least 25 active members and their contact information to the State Executive Committee and;
  4. All voting members of the group are registered Republicans, except for teenage and college age groups who are old enough to vote shall be registered Republicans.
  5. The group shall accept all registered Republicans who meet eligibility requirements as set forth in the auxiliary’s bylaws. Teenage and college groups may accept members not old enough to vote as set forth in their bylaws.
  6. The group’s documents shall outline a method of election of officers with terms of office not being greater than two years. The auxiliary shall provide written proof an election for officers has been held within the past two years with a minimum of 25 credentialed members, or 10 credentialed members for teenage groups, participating in the election.
  7. The group shall meet at least quarterly with a minimum of 10 members in attendance. Notice of all meetings shall be noticed to all members.

C. To remain a Party Auxiliary, an Auxiliary shall re-petition prior to the 1st State Central
Committee meeting following each State organizing Convention by providing documents meeting criteria established in Section 3B.

D. The State Executive Committee shall also assist and mentor auxiliaries to remain productive in helping the State Party achieve its goals. If the State Executive Committee Utah Republican Party Bylaws (as amended on 02-08-2025) determines that an auxiliary no longer meets any of the above criteria, it may recommend rescinding the auxiliary status of that group to the State Central Committee.

Note that C indicates that “To remain a Party Auxiliary, an Auxiliary shall re-petition […] by providing documents meeting criteria established in Section 3B.” which reads:

3.0 STATE CENTRAL COMMITTEE
B. Quorum. The State Central Committee must have a quorum in attendance to conduct business. A quorum is defined as a majority of voting members of the SCC.
