One of the Arizona Goldback features Navajo Code Talkers. \nChief Joseph proposed we adopt Goldbacks as the preferred currency of The URNAC. The motion was seconded\, discussed\, and adopted unanimously. The Chief will share this information on the website and via social media. (7:55pm) \n5. Officer Reports\nBecause the SCC seems to always adjourn before auxiliaries are able to report\, direction was given to the Chief to email members of the SCC with a report of our activities (8:07pm). \nWe held a discussion on SB54 and paths to the ballot (general vs. primary)\, and noted that several County Parties are implementing and utilizing Legislative Collaboration Committees (LCCs) to help “lobby” for Platform Values in specific Bills during the Sessions. (8:10pm) \nTwo new members joined Republican Natives: \n\nNeil Sebring\nChad Bennion\n\nWe thank Wendy Hart\, Lowell Nelson\, Larry Meyers\, Representative Karianne Lisonbee\, and Helen Watts for their active participation via electronic means; as well as all others who attended electronically but did not speak. \n6. It was noted that neither Party nor our Organization bylaws require this information. \nIt was concluded that birthday not be considered due to potential security concerns. \nIt was concluded that Voter ID may be provided\, but as previously noted\, is not required and is therefore optional. All existing members who wish to voluntarily provide this information may do so by contacting the UT GOP Secretary directly. Customs & Traditions\nAs is customary\, our Pow Wows are generally held over food\, however conventions have traditionally been held at the UT GOP’s Convention venue. This year we will consider a motion to re-convene at a local restaurant. \nA motion was made and seconded to recess and reconvene at Milagros Mexican Restaurant (970 W 800 N\, Orem\, UT 84057); motion carried without objection. \nAt this time we recessed and reconvened at Milagros for the remainder of the meeting. \n3. Adoption of Agenda (5:28pm)\n4. Adoption of All Prior Minutes\n5. Officer Reports\nChief’s Report:\nCurrent Membership: \n\n\n\nTotal Members\n56\n\n\nTotal In-State Members\n52\n\n\nVoting Members\n48\n\n\nRepublican Buffalo Members\n6\n\n\nDeceased\n2\n\n\nPending\n2\n\n\nConsideration for Re-Petition as an official auxiliary of the UT GOP\nThe bylaws of the UT GOP indicate that we must re-petition to the UT GOP Executive Committee after the Organizing Convention and prior to the first SCC meeting with the following information. \nIf the State Executive Committee of the Utah Republican Party determines that an auxiliary no longer meets any of the criteria (per its Bylaws\, as amended on 02-08-2025)\, it may recommend rescinding the auxiliary status of that group to the State Central Committee. Such a recommendation is not required by the EC\, nor does the SCC have to abide by such a recommendation. In fact\, once an auxiliary is recognized\, no vote in favor of a re-petition is required for an auxiliary to .remain \nTo remain a Party Auxiliary\, an Auxiliary only needs to timely re-petition “by providing documents meeting criteria established in Section 3B”. Ironically\, Section 3B only speaks to the Quorum required for the SCC to conduct business. \nHowever\, in an attempt to comply with 4.0 B\, the following is provided. \n\nUtah Republican Native American Caucus Bylaws (as amended April 27\, 2024). We claim that our bylaws comply with and assist in the Party’s purpose of electing Republicans to office.\nStated Purpose (Mission and Objectives).  We claim that our stated purpose complies with and assists in the Party’s purpose of electing Republicans to office; these can be found in our Bylaws and on our website.\nAs of our last quarterly meeting\, our group currently has 48 active members meeting the UT GOP auxiliary requirements (Voting Members). This list will be provided to the UT GOP Executive committee following the conclusion of this Organizing Pow Wow (membership information will be provided to the UT GOP Secretary).\n\nThe UT GOP Secretary has requested birthdays of Auxiliary Members (“we ask for birthdate because that’s the only way to look up their voter registrations status and confirm they are Republicans”). Every member who would like to provide this information should contact the URNAC Secretary and provide this information.\nPer our bylaws\, our Affiliate Membership is open to people who are not residents of Utah\, as well as those who are not registered Republicans; however\, Voting Members must be registered Republicans in the state of Utah. As detailed above\, as of our last quarterly meeting\, our total members are 56\, whereas our total Voting Members are 48. We claim that these figures satisfy this requirement.\n\nWe claim that our group accepts all registered Republicans who meet eligibility requirements as set forth in our bylaws.\nWe claim that our documents outline a method of election of officers with terms of office not being greater than two years. To fill vacancies\, we held elections at the last Convention Pow Wow\, the written minutes for which indicate meeting the necessary minimum of 25 credentialed members participating in the election.\nWe meet at least quarterly (with a minimum of 10 members in attendance)\, the minutes for which are included on our website. Notice of all our meetings is also included on our website\, which serves as the official mechanism for Notice to all members.\n\nMotion to re-petition for Auxiliary Status with the URP was made and carried without objection. \nVice-President’s Report\nBill provided a report. \nSecretary/Treasurer’s Report\nNothing to report. \n6. Officer Elections\n\nSecretary/Treasurer: Bob McEntee was nominated; elected by acclimation.\nVice President: Bill Olson was nominated; elected by acclimation.\nPresident; Joe Levi was nominated\, a tongue-in-cheek challenge was made concerning his qualification as a “Native American”; Joe displayed his Paiute Indian Tribe of Utah Membership Card\, which resolved the concern; elected by acclimation.\n\n7. Republican Buffalo Standing Committee Election\nAs the only member of the Republican Buffalo Standing Committee present\, Joe Levi was elected by acclimation as Chairman of that committee\, which (per the bylaws) carries with it the title of “Chief”. \n8. Adjourn (5:58pm)\n\nFor convenience\, the UT GOP Bylaws pertaining to Auxiliaries are included below (emphasis added).\n4.0 STATE EXECUTIVE COMMITTEE\nB. Auxiliaries. The State Executive Committee shall ensure that groups petitioning for\nofficial auxiliary status meet the following minimum criteria:  \n\nHave submitted a copy of the group’s bylaws to the State Executive Committee\nfor review and; \nThe group’s stated purpose and bylaws comply with and assist in the Party’s purpose of electing Republicans to office and; \nThe group provides a list of at least 25 active members and their contact information to the State Executive Committee and; \nAll voting members of the group are registered Republicans\, except for teenage and college age groups who are old enough to vote shall be registered Republicans. \nThe group shall accept all registered Republicans who meet eligibility requirements as set forth in the auxiliary’s bylaws. Teenage and college groups may accept members not old enough to vote as set forth in their bylaws. \nThe group’s documents shall outline a method of election of officers with terms of office not being greater than two years. The auxiliary shall provide written proof an election for officers has been held within the past two years with a minimum of 25 credentialed members\, or 10 credentialed members for teenage groups\, participating in the election. \nThe group shall meet at least quarterly with a minimum of 10 members in attendance. Notice of all meetings shall be noticed to all members. \n\nC. To remain a Party Auxiliary\, an Auxiliary shall re-petition prior to the 1st State Central\nCommittee meeting following each State organizing Convention by providing documents meeting criteria established in Section 3B. \nD. The State Executive Committee shall also assist and mentor auxiliaries to remain productive in helping the State Party achieve its goals. If the State Executive Committee Utah Republican Party Bylaws (as amended on 02-08-2025) determines that an auxiliary no longer meets any of the above criteria\, it may recommend rescinding the auxiliary status of that group to the State Central Committee. \nNote that C indicates that “To remain a Party Auxiliary\, an Auxiliary shall re-petition […] by providing documents meeting criteria established in Section 3B.” which reads: \n\n3.0 STATE CENTRAL COMMITTEE \nB. Quorum. The State Central Committee must have a quorum in attendance to conduct business. A quorum is defined as a majority of voting members of the SCC.

We found a time during the UTGOP Convention to assemble in the room adjacent to the Convention Hall. Auxiliary Re-Petition Status\nChief Joseph reported on his successful re-petition of auxiliary status to the UTGOP and the frustrations that he experienced in the process. \n5. The Role of Auxiliaries & The Role of Republican Natives\nChief Joseph read from the UTGOP bylaws regarding the role of auxiliaries\, as well as from our bylaws regarding the role of Republican Natives. DESCRIPTION:Minutes\n1. Call to Order\nMeeting was called to order with more than 10 members present (including those in-person\, as well as those participating digitally). \n2. Customs & Traditions\nDiscussion was held on prior customs and traditions that we would like to see continued. \n3. Officer Reports\nOur Secretary had a conflict and asked that the Chief take his duties for this meeting. \nChief Levi reported on the preceding SCC meeting and updated members about Caucus. He asked that we make a concerted effort to reach out to Natives in our communities and friend-circles\, and invite them to attend Caucus. He reminded us that “Caucus” is a based on a Native American word and tradition. \n4. Bylaw Changes Discussion\nChief Levi presented his recommendations for changes to our Bylaws. After discussion\, the proposed changes were supported without objection and will be forwarded on to the body at our next Convention. \nA question was raised regarding an email with went out to Auxiliaries by the Party Secretary which was felt to include requirements for information regarding re-petitioning which is not required by the UTGOP Bylaws. Chief Levi read the emails he received. He noted that rather than answering the requested questions\, he went to the UTGOP Bylaws and responded and provided his responded to each of the “criteria established in Section 3B”. The consensus of the body was that this was the correct and proper way for an Auxiliar to re-petition to the UTGOP State Executive Committee. \nChief Levi reminded the body that the next steps are for the UTGOP Executive Committee to meet and evaluate the responses — but since this is “business”\, that it could only be done when a quorum of the UTGOP Executive Committee was present\, which has historically does not have a good track record. He reminded the body that the Auxiliaries had been providing the necessary members to the UTGOP Executive Committee to count toward Quorum\, where other members of the EC (specifically Elected Officials) traditionally did not show up. He reminded the body that when the matter was brought up by Gina W. in a prior SCC meeting that Chief Levi argued “if the problem is about not having a Quorum present\, perhaps it would be better to remove from the quorum requirement Elected Officials\, who should be present to report”\, but not to vote on whether or not they’re doing what the EC and SCC are directing them to do. \nChief Levi reminded the body that Auxiliaries no longer have a vote on the Executive Committee. \nChief Levi continued: When a quorum of the EC meets and reviews the information provided by Auxiliaries in their re-petition\, the UTGOP Bylaws states that if they determine ” … that an auxiliary no longer meets any of the … criteria\, it may recommend rescinding the auxiliary status of that group to the State Central Committee.” They do not “approve” or “reject” Auxiliaries\, they simply review the provided information\, and if they determine one of the 7 requirements in section 3B has not been met\, then (and only then) can they “recommend rescinding the auxiliary status of that group to the State Central Committee”. There is no “recommendation for re-approval” or “re-certification”. \nOnce initially approved\, an auxiliary is an auxiliary until a quorum of the EC meets to review the re-petitioning documents provided to them\, determines that one or more of the requirements was no longer met\, adds an agenda item to the next SCC meeting with a recommendation “rescinding the auxiliary status of that group”\, discussion is had\, a motion is made and seconded to rescind the auxiliary status\, and a majority vote of a quorum of the SCC is held to affirm that recommendation. No requirement for a vote for re-acceptance of an auxiliary is present in the UTGOP Bylaws. \nA request was made by the President/Chair of another auxiliary who attended the meeting to provide this information so they could respond to the Party Secretary in-kind. It was felt that the Secretary was requiring more than that which was required by the UTGOP Bylaws\, and had provided factually incorrect information regarding the provided “requirements”. \nChief Levi assured us that he had complied with the UTGOP Bylaws in regards to our organization’s re-petition to maintain our auxiliary status. \n5. Pow-Wow/Q&A\nFurther discussion was had on politics\, requiring ID to vote\, displeasure with the perception of potential fraud due to mail-in-balloting\, and COVID and COVID ID cards. \n6. DESCRIPTION:Minutes\nThe meeting was called to order at 5:25pm. \nChief Joseph introduced himself and the officers present. \nSecretary Olson noted over 75 people in attendance\, at least 25 of which are current members of the organization. \nOfficer Reports\nChief Joseph reminded the body of the custom and tradition to hold regular meetings after each meeting of the SCC of the Utah Republican Party\, and that our Organizing Meetings (which this is)\, is held approximately one hour after the Utah Republican Party’s Convention is adjourned. \nRepublican Buffalo Committee\nThis committee is comprised of all organization members who are also members of a Federally Recognized Tribe. All present Tribal members elect the Chair of this Committee\, who\, if also elected as Chair of the organization\, shall be referred to as “Chief”. \nChief Joseph Levi was re-elected by acclamation. \n2023-2025 Officer Elections\nSeeing how our organization has minimal cash flows\, the motion was made that our Secretary also be our Treasurer. No objections were offered. Motion carried unanimously. \nNominations were opened for Secretary/Treasurer. Brooks Benson won with unanimous consent. \nNominations were opened for Vice Chair. Bill Olson won with unanimous consent. \nNominations were opened for Chair. Chief Joseph Levi won with unanimous consent. \nStrategy & Discussion\nA lengthy conversation was held regarding Tribal tendencies toward Socialism and Social Projects with dependencies upon the Federal Government for support and basic human needs. Tribal members generally fall into one of three categories: those who accept the status quo and are apathetic to politics; those who are entrenched in the socialistic programs of Big Government\, and traditionally vote straight-line Democrat; and those precious few who have awoken to the tragedies socialism reaps on tribes\, families\, and individuals\, who are looking for support. These individuals are typically shunned by their Tribal Governments\, and often end up leaving the Reservation (both figuratively and literally). These individuals often fall into “Independent” or “Libertarian” circles. We are actively seeking out these individuals in effort to bring them into the Republican Party. \nAdjourn\nWith no further business at hand\, the call to adjourn was made at 5:38pm.
